Top Cop Signs MOU with University of the West Indies

On Wednesday, September 17th, 2025, Commissioner of Police Fitz Bailey met with Ms.  Sandrea Maynard, Pro Vice-Chancellor of Global Affairs, and Dr. Shakira Maxwell, Senior Programme Officer at the University of the West Indies (UWI), Mona Campus, Jamaica.

During this meeting, Commissioner Bailey formally signed a Memorandum of Understanding  (MOU) between the University of the West Indies and the Royal Turks and Caicos Islands Police  Force (RT&CIPF).

The agreement paves the way for the development and administration of the RT&CIPF Promotions Examination for Sergeants and Constables, scheduled to take place in October.

This landmark initiative underscores the Commissioner’s commitment to ensuring that the  promotional process within the Force is conducted with the highest levels of integrity,  transparency, and equity.

Since assuming office, Commissioner Bailey has consistently emphasized that promotions must be merit-based rather than personality-driven and has undertaken assessments across the organization to strengthen fairness and gender equality.

Looking ahead, this partnership with UWI will explore other training opportunities, including the re-establishment of a training school staffed by qualified educators, further advancing professional development and capacity building within the Force.
