Officers of the Royal Turks and Caicos Islands Police Force participated in Electronic Monitoring System (EMS) training facilitated by the Department of Rehabilitation and Community Supervision (DRCS) on November 11th and 12th.
The Training was delivered by representatives from SCRAM Systems. SCRAM Systems is a client-focused decision support software for community corrections that empowers officers to consistently implement and measure agency policy and evidence-based practices for better client outcomes.

The sessions were designed to familiarize officers with the EMS platform, its core functions, and the procedures for monitoring individuals placed on probation, parole, or court-ordered bail conditions.
The training focused on strengthening offender accountability and enhancing public safety, while clearly defining the respective roles and responsibilities of the DRCS and the RTCIPF. Key areas included establishing clear protocols for responding to alerts, improving coordinated communication between agencies, and supporting timely enforcement of court-ordered supervision and bail requirements.
Station Inspectors, 911 Operators, and Silver Commanders attended the training, and will hold primary responsibility for overseeing monitoring and operational response associated with the EMS.
