Commissioner of Police Fitz Bailey, along with members of his Executive Team, met on 17th November 2025, with representatives of private security firms as part of ongoing efforts to chart a collaborative way forward for security operations within the Turks and Caicos Islands.
The meeting, which was deemed highly productive, also saw participation from Acting Deputy Commissioner Kenny Grant and Acting Assistant Commissioner Dwight Gardiner. Representatives from Fortress Security, WC Security Services, and Spence Security, including Dave Ryder, Brian Swann, Evan Spencer, Jerard Spencer, and John Olivera engaged in discussions aimed at strengthening professional partnerships and enhancing public safety.

Both the Royal Turks and Caicos Islands Police Force and the private security sector agreed that a unified approach, supported by a clear regulatory framework, will build confidence and efficiency across the industry.
Based on the proposals indicated by the security stakeholders, Commissioner Bailey said, “there was no need to reinvent the wheel,” noting that revisiting the Security Guard Ordinance and establishing a strong regulatory process will be key.
With the holiday season approaching, the meeting also focused on coordinated Christmas safety plans and exploring joint training opportunities between private security officers and the RT&CIPF.
“The session serves as a catalyst for a strengthened and forward-looking partnership between two professional sectors committed to the safety and security of the TCI”, Commissioner Bailey stated.
