Commissioner Colin Farquhar of the Royal Turks & Caicos Islands Police Force (RTCIPF) is pleased to announce the promotion of Inspector Hilton Duncan to the rank of Assistant Superintendent of Police (ASP) as the officer in charge (OIC) of the Community Policing Program.
Commr Farquhar stated, “ASP Duncan’s previous experience will certainly help in his new role.
ASP Duncan will be the program manager and as such will assist the Divisional Commanders in implementing the various police programs, i.e. Community Beat Officers Program, School Liaison Officers, School Patrols, DARE, and community and business meetings. ASP Duncan will work closely with Public Relations Officer, Special Constable Audley Astwood to help communicate our various initiatives through social media. I am extremely pleased to make this announcement today.”
Commissioner Farquhar also announces the reinstatement of Inspector Daniel Miller to the RTCIPF. Insp Miller will be assigned to the Cold Case Unit. Commr Farquhar said, “Insp Miller’s previous experience as the OIC of the Case File Quality Assurance Unit will be extremely helpful in meticulously reviewing these unsolved files. Insp Miller was selected to work exclusively on the unsolved files. He cannot and will not be reassigned to any other duties. His complete focus will be on these files.” The Cold Case Unit was established in September 2011 by Commr Farquhar.
