Mr Edvin Martin is a former commissioner of the Grenada Police Force, having served a term in office from July 2018 to June 2023.
A seasoned police officer, Mr Martin has 37 years of experience in law enforcement. His expertise includes but is not limited to Budgetary and Finance, Regional Security System Instructor, Operations Management, Regional Security, Crisis Deployment, Organised Crime, Border Security and Counter Trafficking.
During his tenure as Police Commissioner of the Royal Grenada Police Force, Mr. Martin’s responsibilities included:
- a) Strategic, Operational and Administrative superintendence;
- b) Development and Implementation of National SecurityPolicies, Strategies, Procedures and Systems;
- c) Budget Preparation, Direct and Coordinate Law Enforcement and Multi-Agencies response to security incidents and emergencies,
- d) Liaised with local, regional, and international agencies to ensure sustained local and regional security.
A 2015 Chevening Scholar and past President of the Association of Caribbean Commissioners of Police, Mr. Martin has successfully implemented various Community Policing projects in the Royal Grenada Police Force, established a Cold Case Unit which resulted in solving murders 9+ years old, Implemented covert and overt strategies to achieve a reduction in crime rates annually.
Mr Martin, as head of the Caribbean Gun Crime Intelligence Unit (CCGIU), which falls under the Caricom Implementation Agency for Crime and Security (IMPACS), assisted regional law enforcement authorities in criminal investigations involving firearms by utilizing modern intelligence tools and technology. The Unit facilitated collaboration and cooperation among regional and international law enforcement agencies, including CARICOM IMPACS, and United States agencies, including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Homeland Security Investigations (HSI), Customs and Border Protection (CBP), the Bureau of Industry and Security (BIS), and INTERPOL.
Additionally, Mr Martin led an RSS team to Dominica in the aftermath of Hurricane Maria, launched a Medal and Ribbon system to recognize officers’ service, and Implemented a tactical response initiative to curb transnational organized crime on the sister island of Carriacou.
Under his tenure, special victims, digital forensics, and drone units were created within the Force.
Mr. Martin has also served as Director of the Grenada Ports Authority, Grenada Tourism Authority, Spicemas Cooperation and Grenada Airport Authority.
