Commissioner of Police Fitz Bailey Statement

Good day to the people of the Turks and Caicos Islands

Today, I address you not only as the Commissioner of Police but also as a fellow resident deeply committed to the safety and well-being of our communities across these Beautiful by Nature Turks and Caicos Islands.

On Sunday, August 31st, 2025, officers of the Royal Turks and Caicos Islands Police Force responded to a report at Miracle Close area of Blue Hills, Providenciales, which later led to the fatal shooting of Andral  Perceval, one of the most wanted individuals in our nation’s history. Investigations are ongoing as such, I do not want to share further details pertaining to this matter.

However, this incident marks the conclusion of a long and violent chapter; Andral Perceval was responsible for a reign of terror that began as early as 2021, which included fourteen murders, two counts of rape, two counts of robbery, multiple burglary offences, and kidnapping offences. His actions devastated families,  corrupted young minds, and disrupted the peace of the Blue Hills and Dock Yard communities. I must point out that one of his associates was shot and killed by the police on 27-8-2025.
