The Royal Turks and Caicos Islands Police Force proudly marks 226 years of unwavering service to the people of these islands. In recognition of this historic milestone, a week of police activities will run from November 16th to 22nd, 2025, this year’s theme is “Unity for a Safer Tomorrow.” 

We are resolute in our determination not to return to the past; a time when fear and intimidation disrupted the peace of our neighborhoods, when families felt unsafe in their own homes, and when children could not freely enjoy the spaces meant for them. Those days are behind us, and together, we will keep them there. Our approach is rooted in fairness, equity, and respect for human dignity, ensuring that every individual feels protected and valued. 

As a force, we will utilize every legislative tool at our disposal to ensure safety, equity, and fairness for all. We are on a transformational path, and while we recognize that change often brings resistance, we will push forward. Our goal is to build an institution that stands the test of time; one that is professional, respectful, and protective of human rights and dignity. 

We understand that conversations on social media can sometimes raise questions or concerns about the work of the Royal Turks and Caicos Islands Police Force. Let me assure you that our commitment to serving this community remains strong and unwavering. Our mission is clear: to protect, to serve, and to create a safe environment where residents and visitors alike can thrive. We value the trust you place in us and will continue working hand in hand with the community to ensure these islands remain secure, welcoming, and beautiful by nature. 

We are proud to share that our collective efforts are making a real difference.  Murder is on the decline by 40%, as well as attempted murder 25%, and rape is down by 33% when compared to the previous year. We have been able to remove a total of 21 firearms and 500 rounds of assorted ammunition off the streets of the Turks and Caicos Islands to date. This figure has surpassed the total figure recovered at the end of 2024 which was 17. This progress reflects the strength of our partnerships with the community and the dedication of our officers. While challenges remain, these results show that together we are 

building a safer Turks and Caicos Islands, one where families feel secure, businesses succeed, and our children can enjoy the freedom and beauty of these islands without fear. 

Capacity is for everyone! Succession planning, capacity building, and resilience within our Human Resource Department remain critical priorities. Our commitment is unbiased: We have revamped our promotion system. Promotion will not be based solely on examination results. Integrity and other essential attributes will always be part of the equation. We are building an organization that goes beyond individual personas; an organization anchored on principles, professionalism, and excellence in service. 

While we recognize that there are gaps within the organization and have identified where these gaps exist; steps are being taken to address them in order of priority and gravity. Today, I am pleased to share some of the steps we are taking to strengthen our capacity. Five Officers are enrolled in the Junior Command Course at the National Police College in Jamaica, and three persons have already undergone this training within the ASPs to inspector’s ranks.  One office is currently in Dubai on training. 

This initiative is designed to enhance the leadership and decision-making skills of our middle management team. In addition, we have partnered with an external stakeholder to improve our investigative capabilities through specialized training. Soon, four of our officers will commence Diploma in Criminal Investigations, further boosting our operational and investigative effectiveness. 

These actions reflect our steadfast determination to improve continuously and uphold the highest standards of service. Together, let us remain focused on building a culture of integrity, professionalism, and excellence. This is how we will move forward stronger, better, and ready to serve Turks and Caicos Islands. 

On Friday, November 14th our Highway Patrol Pilot Initiative was launched. This program is designed to increase police visibility, enhance public safety, reduce road traffic accidents and fatalities. Enforcement visibility and safety

enhancement will protect lives and property and ensure that residents and visitors can travel across our islands with confidence and peace of mind. 

I would like to express my sincere thanks and appreciation to the Governor and the Government of the Turks and Caicos Islands for their continued investment in our force. The recent acquisition of 10 new vehicles will significantly enhance our operational effectiveness and strengthen our ability to respond swiftly to crime and violence, ensuring better service to the public. 

We have also expanded our maritime capabilities with the acquisition of two (2)  Jet-Drive Vessels, additional marine assets and vehicles are currently being procured. These resources are critical to improving our reach and resilience across land and our maritime domain. 

With the Government’s support, our recruitment drive remains active, positioning us to achieve optimal staffing levels in the coming months. All these initiatives are part of a broader strategy to make the Royal Turks and Caicos Islands Police Force a self-sufficient institution, fostering knowledge transfer and sustainable growth. 

As we embrace the joy of the Yuletide season, I extend heartfelt wishes of peace, happiness, and God’s blessings to each one of you on behalf of the Royal Turks and Caicos Islands Police Force. In the spirit of celebration and safety, I am pleased to announce our Christmas Crime Prevention Plan “Operation Shepherd” beginning on Friday 21st November 2025. This initiative will ensure increased police presence and visibility across business districts during this festive period. All officers will be called upon to make themselves available for deployment, reinforcing our commitment to safeguarding the well-being of every citizen, resident, and visitor. We have also met and agreed with major security companies and stakeholders to execute joint security initiatives during this period. Our goal is simple: to create an environment where everyone can enjoy this season of cheer and giving in safety and peace. 

The peak tourism season is ahead, as such, safety and security takes precedence. You will see a stronger focus on tourism policing, with resources 

strategically realigned to protect and enhance our vibrant tourism destination; especially within the business district. I am making a commitment to create a secure, enjoyable nightlife experience that leaves every citizen, resident and visitor feeling confident and welcomed. Together, we can make this season not only successful but unforgettable. From January 1st to October 31st, 2025, there were 43 reported incidents involving tourists. Of these: 

∙ 18 were offences against the person 

∙ 23 were property-related crimes where no individual was present, but unattended items were taken away 

∙ 2 were offences against the state. 

Overall, we have been able to keep tourist safe. When we look at the annual visitor numbers of approximately two (2) million per year, these reports represent approximately 0.00215% of tourists being victims of crime. If we focus only on incidents where a person was likely present, that figure drops to 0.0009%. 

Your force is on the pathway to becoming the best it has ever been. While we understand that change invites discussion, we value every voice in our community. Our transformational journey is about building a police force that stands the test of time; professional, accountable and deeply connected to the people it serves. We are optimistic about what lies ahead: safer neighborhoods,  empowered families, and a culture of trust and collaboration. With unity and shared purpose, we will create a safer tomorrow for all who call these islands home.
